As far as build no 10130 goes, Windows 10 has seemingly removed the ability to set any color as your desktop background and is instead limiting you to choosing one of the presets. That said, there’s a really neat feature for setting the best color possible for the Start Menu based on the image you have as your wallpaper. Unfortunately, it’s positioned so you’re more likely to find it by accident instead of on purpose but the feature itself sets it up so that the Start menu will be more visually appealing. Here’s where you can turn it on.
Open the Settings app and head over to the Personalization group of settings. Go to the Colors tab and under the ‘Choose a color’ option, turn on the ‘Automatically pick an accent color from my background’ option. The preview window above will show you what color the start menu will turn and how it will look when it’s open against the background.
Be warned that if you have a theme installed, this option might just be turned off. Here’s an example of what the Start menu looked like before with one of the preset colors set for it.

If you use visually complex backgrounds for the desktop you will want to turn on the feature so that an awesome background isn’t spoiled by a Start menu that clashes horribly with it. We’re pretty sure that Microsoft isn’t taking more suggestions at this point but it would have been nice if there was an option to choose whether a dark or a lighter color from the background was used.
